MSHSSCA All State Selection Process

Note:   A coach must be a member of the MSHSSCA by midnight on October 1, for their players to be eligible to be considered in the All State Selection Process.

  1. The Boys and Girls All State Teams and Honorable Mention teams for both Class A and Class AA will be selected in the same manner by means of their own All State Selection Committees.
  2. Each MSHSSCA All State Selection Committee will be made as follows:
    1. A Sections: 1 representative from each MSHSL A Section.
    2. AA Sections: 1 representative from each MSHSL AA Section.
    3. Committee Chairperson: This will be a non-voting position unless they are acting as a Section Representative.
  3. Each Class in both the Boys and the Girls programs will select All State and Honorable Mention Teams.
    1. For player consideration for placement on an All State or Honorable Mention Team, completed nomination forms must be submitted to the appropriate Committee Chairperson on or before the listed deadline date.
    2. The number of players to be selected for each Team will be 22 field players and two (2) keepers.
    3. Teams to be selected:
      1. Class A Boys: All State and Honorable Mention
      2. Class A Girls: All State and Honorable Mention
      3. Class AA Boys: All State and Honorable Mention
      4. Class AA Girls: All State and Honorable Mention
  4. For both Boys and Girls All State selection process purposes Recognized Soccer Conferences will be defined as Conferences that do the things normally associated with conference activities (ie. play a conference schedule, determine a champion, select all conference players, etc.).
  5. Through a Conference Representative, each Recognized Soccer Conference will, by the deadline date, submit to the appropriate All State Coordinator(s) a list of candidates for consideration for Team selection.
    1. For Conferences that contain only teams in a single class (Class A or Class AA), 12 field players and two (2) keepers will be selected for nomination.
      1. The field players will be listed in rank order by the Conference Coaches.
      2. The keepers will also be listed in rank order by the Conference Coaches, but this list will be separate from the field players list.
      3. No team can submit more than three (3) field players and one (1) keeper.
      4. For each player submitted, a completed Biographical Information Form must also be submitted.
      5. The Biographical Information Form must be submitted by the player's coach to the Section Representative for the Section and the appropriate All State Coordinator by midnight of the deadline date in order for the player to be included in the All State selection process. In other words, in the Bio Form is not in, the player will not be considered in the selection process.
    2. For conferences that contain teams in two (2) Classes (Class A and Class AA), 24 field players and four (4) keepers will be selected for nomination.
      1. The field players will be listed together in rank order by the Conference Coaches.
      2. The keepers will also be listed together in rank order by the Conference Coaches, but this list will be separate from the field players list.
      3. A maximum of 12 field players and two (2) keepers, from each Class can be nominated from a Conference.
      4. No team can submit more than three (3) field players and one (1) keeper.
      5. A Biographical Information Form must be submitted for each player by the player's coach to the Section Representative for that Section and the appropriate All State Coordinator by midnight of the deadline date in order for the player to be included in the All State selection process. In other words, if the Bio Form is not in, the player will not be considered in the selection process.
  6. For All State Selection purposes the remaining soccer teams that do not participate in a Recognized Soccer Conference will be classified as Independents. They will, by the deadline date, submit to the appropriate All State Coordinator and Section Representative a list of candidates for consideration for All State Team Selection.
    1. The list can contain up to three (3) ranked ordered field players and one (1) keeper.
    2. A Biographical Information Form must be submitted for each player by the player's coach to the Section Representative for that Section and the appropriate All State Coordinator by midnight of the deadline in order for the player to be included in the All State selection process. In other words, if the Bio Form is not in, the player will not be considered in the selection process.
    3. In voting procedures below, the players from these Independent Teams will be considered for and voted on for selection as though they belonged to a Recognized Soccer Conference.
    4. Before the All State Selection meeting the Class A and Class AA Section Representatives for both Boys and Girls will poll their Section coaches to determine a ranking order for the Independent Team players that are being nominated for All State selection.
  7. The MSHSSCA All State Selection Committees will meet before the MSHSSCA Fall Post-Season meeting and select both the All State and the Honorable Mention Teams.
  8. All State and Honorable Mention Team Player Selection Guidelines.
    1. For each Class in Boys and Girls the respective Section Representatives plus the Chairperson will jointly make the selections for the All State Teams and Honorable Mention Teams for the eligible submitted players according to the listed procedures.
    2. The following Voting Rules will be used throughout the selection process (with the exception of the Automatic Selections described in Section 9.A.1) for all the All State and Honorable Mention Teams.
      1. Concerning Conference Nominees:
        1. A lower ranked player from a given Conference can not be selected before a higher ranked player from that same Conference is selected.
        2. A lower ranked player from one Conference can be selected before a higher ranked player from a different Conference.
      2. Concerning Independent Team Nominee:
        1. A lower ranked player from a given Section can not be selected before a higher ranked player from that same Section is selected.
        2. A lower ranked player from a given Section can be selected before a higher ranked player from a different Section.
  9. All State Teams Selection Procedures.
    1. Field Players (22 for each Team).
      1. Section Quotas.
        1. Representatives will insure that a minimum of one (1) player from each Section will make the All State Team.
        2. This can be accomplished at the beginning or at the conclusion of the process.
        3. The highest ranked remaining player from each Conference along with the highest ranked Independent team player in the Section will be considered in this round of balloting.
        4. The rank of this selected player will not be considered when selecting other players in Sections 9.A.3 or 9.A.4 of this process.
      2. Unanimous Selections.
        1. The Section Representative will consider, as a group, the remaining top ranked player from each Conference along with the highest ranked Independent Team players.
        2. From this group the Representatives will determine by a poll any unanimous choices for All State Selection.
        3. This step is complete when the highest ranked remaining player is not a unanimous selection.
      3. Completion of the Process.
        1. The Section Representatives will vote in rounds using only the remaining top ranked players from each Conference and the top ranked players remaining from Independent Team players from each Section.
          1. Only one (1) player from each Conference or Independent Team player in each Section will be considered for voting in each round.
          2. The player considered from each conference or Independent Team player in each Section will be the remaining top player from that Conference.
        2. The voting will be accomplished as follows:
          1. Class A: Each Representative will vote for five (5) players.
          2. Class AA: Each Representative will vote for five (5) players.
        3. In each round of voting, a player will be selected for All State if they receive more than 10% of all the votes placed.
        4. Rounds of similar voting will continue until all the All State Team spots are filled.
    2. Keepers (two (2) for each Team)
      1. Keepers play a specialized and different position from that of a field player, and therefore will not be considered with field player selection.
      2. Each team will be awarded two (2) keepers.
        1. The same format as in steps 9.A.3 and 9.A.4 above will be followed for keeper selection.
        2. In using step 9.A.4 above, each Representative will vote for two (2) keepers.
  10. Honorable Mention Teams Selection Procedures.
    1. The same format as in steps 9.A.3 and 9.A.4 above will be followed for field player selection.
    2. The same format as in step 9.B above will be followed for keeper selection.
  11. The Teams selected by the above process at the All State Selection Meeting will be considered final and no changes will be made to these selected Teams after the completion of the Selection Meeting.
