Constitution


MSHSSCA Constitution

ARTICLE I. The organization shall be known as the Minnesota State High School Soccer Coaches Association (MSHSSCA).

ARTICLE II. The MSHSSCA shall operate under the rules of the Minnesota State High School League (MSHSL).

ARTICLE III. All competition in which member schools participate shall be guided by the rules of the NCAA and the NF except when they are contrary to MSHSL rules.

ARTICLE IV. The MSHSSCA will be affiliated to the Minnesota State High School Coaches Association (MSHSCA).

ARTICLE V. Every present or former soccer coach from an accredited high school in Minnesota is entitled to become a member of the MSHSSCA. To join the MSHSSCA the coach must also join the MSHSCA. Annual membership fees must be paid by or before October 1 to be eligible for association awards and privileges.

ARTICLE VI. General Meetings will be held at the end of the season banquet and the pre-season clinic and/or at any other time that the Board of Directors determines necessary.

ARTICLE VII. Only MSHSSCA members are eligible to serve in elected or appointed leadership roles for the association.

ARTICLES VIII. The election of MSHSSCA Executive Council will be held every other year at the pre-season General Meeting. The officers to be elected a the pre-season general meeting. The officers to be elected will be the President, President Elect, Secretary and Treasurer. The newly elected officers will take office at the conclusion of that meeting.

ARTICLE IX. The State Tournament Director and the Media Technology Director will be elected every other year by the Representative Assembly at their first meeting of the new MSHSSCA year.

ARTICLE X. Amendments to this Constitution shall require a two thirds affirmative vote of a quorum of members of the Representative Assembly. A quorum shall consist 50% of the membership of the Representative Assembly.

MSHSSCA Purpose and Objectives
In order that the Soccer Coaches' Association may assist and encourage the attainment of Minnesota's secondary education objectives, the following purposes are established:

  1. To provide, promote, extend, educational opportunities for Minnesota high school soccer players on a competitive basis.
  2. To establish and support uniform and equitable rules for youth in soccer as established by the National Federation Rules.
  3. To elevate standards of sportsmanship and to encourage the growth of citizenship among the youth participating on school  soccer teams.
  4. To provide a positive model of leadership by team coaches, school administrators, and other adult team personnel.
  5. To perpetrate and improve the sport of soccer in all aspects.
  6. To unify efforts and to communicate with all agencies interested in developing soccer, and to maintain good relationships with them.
  7. To establish a series of meetings, clinics, and rules interpretation sessions for the improvement of coaching and  officiating.

Duties of the Board of Directors

  1. PRESIDENT
    The president shall perform all duties usually connected with the office according to modern parliamentary rules. In addition the President shall also have the following duties:
    a) To chair the Representative Assembly Meetings of the MSHSSCA.
    b) To prepare and publish a quarterly President's Newsletter to all MSHSSCA members updating them on association business, news and activities.
  2. PRESIDENT ELECT
    The President Elect shall perform all of the duties of the President in the absence or in his/her inability to perform those duties.
  3. SECRETARY
    The Secretary shall have the following duties:
    a) To provide reports of the Annual Meeting and Section Representative Meeting to all MSHSSCA members.
    b) To keep all member schools informed of events and to send literature concerning the association to all MSHSSCA members.
    c) To direct necessary correspondence.
    d) To advise all members of annual and special meetings.
  4. TREASURER
    The Treasurer shall have the following duties:
    a) To handle all the funds of the MSHSSCA.
    b) To collect all MSHSSCA dues.
    c) To provide a financial report at the Annual Meeting and keep up to date and accurate set of books.
    d) To prepare and submit an Annual Budget to the Board of Directors of the MSHSSCA.
  5. STATE TOURNAMENT DIRECTOR
    The State Tournament Director will have the following duties:
    a) To work as the liaison to the MSHSL concerning all State Tournament operations.
    b) To setup and act as chair for the Sportsmanship and All Tournament Committees
    c) To setup and act as the contact for Corporate Sponsorships.
    d) To setup the press box and meeting areas for MSHSSCA use during the State Tournament
    e) Any other duties pertinent to the operation of the State Tournament
  6. Media Technology Director
    The Media Technology Director shall have the following duties:
    a) Advise the Board on media technology decisions including the MSHSSCA web site.
    b) Act as the webmaster of the MSHSSCA web site.
  7. Section Directors
    The Section Directors will have the following duties:
    a) To represent the Sections of the MSHSSCA Board of Directors.
    1. Bring up proposals from Section Coaches.
    2. Survey Section Representatives for ideas to be brought before MSHSSCA Board.
    b) To represent the MSHSSCA Board of Directors to the Section Representatives.
    1) Disseminates information from the Board to the Section Representatives.
    2) Surveys the Section Representatives for their feelings concerning specific items brought  before the Board.
    c) To publicize news and data as needed by the MSHSSCA authorized publicity Representatives.
  8. PAST PRESIDENT
    The Past President will have the following duties:
    a) To act as a mentor and advisor to President of the MSHSSCA.
    b) To provide continuity to running of the MSHSSCA.     
  9. EXECUTIVE SECRETARY
    The Executive Secretary will have the following duties:
    a) To perform actions necessary to the running of the MSHSSCA as directed by the Board of Directors.
    b) To provide continuity and advise in the administration of the MSHSSCA.
  10. MEMBERSHIP CHAIRPERSON
    The Membership Chairperson will have the following duties:
    a) To set the time line for registration.
    b) To send out registration materials.
    c) To work with the MSHSSCA to determine membership lists.
    d) To send letters to Athletic Directors concerning coaches who are not members.
    e) To supply MSHSSCA with membership updates.
  11. MSHSCA Representative
    The MSHSCA Representative will have the following duties:
    a) To attend meetings and act as a liaison between the MSHSCA and the MSHSSCA.
    b) To supply the MSHSCA with publicity information concerning the MSHSSCA.
  12. MSHSL Advisory Committee Representatives
    The MSHSL Advisory Committee Representative will have the following duties:
    a) To attend the MSHSL Advisory Committee meetings and act as a liaison between the MSHSL and the MSHSSCA.
    b) To report to the Board of Directors of MSHSSCA concerning MSHSL matters.

Procedure for Presentations to the Board of Directors

  1. PROCEDURE FOR PRESENTATION OF PROPOSALS
     (Please try to have at least one written copy to aid the Secretary)
     a)  At Board Meetings
    1. Can be presented by any Section Representative.
    2. Can be presented by any member coach.
    3. For sake of time utilization at Board meetings it would be helpful for the proposal to be placed on the meeting agenda prior to the start of the meeting.
     b)  At any General Meeting.
     1. Proposals presented at General Meetings will be heard, but except for emergency needs the Board will not consider action on them until the next scheduled Board Meeting.
    a.  The presenter will be invited to the Board Meeting to make the presentation in person or in written form.
    b.  The presentation can be made by the MSHSSCA Secretary based on notes taken at the General Meeting.
    2.  The President will determine if an emergency Board Meeting is warranted for a vote at the General Meeting.
  2. PROCEDURE FOR VOTING ON PROPOSALS
    a) Each Board Member will have one vote regardless of the number of voting positions that they may hold.
    b) Passage of proposals will be by a simple majority of the number of possible voting positions.
    1. Ballots can be by voice vote, hand vote or if requested by a Board Member by secret ballot.
    2. Should a Board Member be absent and have a designated representative at the meeting this representative will have the right to vote on proposals representing the absent Board Member.
    c) Timeline.
    1. Proposals can be voted on and decided at the same meeting that they are presented at.
    2. At the request of a Board Member the proposal may be tabled until the next Board  Meeting.
    a. The purpose of this could be for more thought or to survey Section Coaches.
    b. The tabled proposal MUST BE voted on at the next Board Meeting.

Duties of the Section Representative

  1. AUTHORITY
    a) A Section Representative must currently be a Head Varsity Coach of a team in the Section that  they are representing.
    b) Is an elected Member of the Representative Assembly of the MSHSSCA.
    1. Elected by the Section member coaches for a 2-year term.
    a. Section Reps from even numbered Sections will be elected in even years.
    b. Section Reps from odd numbered Sections will be elected in odd years.
    c. Election in each Section will be run by the present Section Representative. Elections will be completed by the conclusion of the MSHSL fall soccer season.     
    d. If possible the election should be by written ballot.
    e. Only MSHSSCA member coaches can vote for Section Representatives.
    f. Section Representatives take office after the completion of the section election.
    g. Section Representatives may hold consecutive terms.
    2. In case of resignation the MSHSSCA Board of Directors will appoint a Representative to complete the existing term.
    3. When necessary the Section Representative may appoint an alternate to carry on the duties and responsibilities of the Section Representative.
    c) Has the authority to represent the Section and Section Coaches on any and all matters presented  to the Board of Directors of the MSHSSCA.
  2. DUTIES
    a) Represents their Section to the MSHSSCA Board of Directors.
    1. Bring up proposals from Section coaches.
    2. Survey Section coaches for ideas to be brought before the MSHSSCA Board.
    b) Represents the MSHSSCA Board of Directors to the Section coaches.
    1. Disseminates information from the Board to the coaches.
    2. Survey the coaches for their feelings concerning specific items brought before the Board.
    c) Publicize Section news and data as needed by the MSHSSCA authorized publicity  representatives. 
    d) Elect Board of Director Representatives and State Tournament Director.

Representative Assembly
Section Representatives must be currently acting as Head Varsity Soccer Coaches in the Section that they are representing. They are elected for a 2-year term by the Coaches in their Section.  Odd numbered Sections will elect in odd numbered years and even numbered sections will be elected in even numbered years. 

Elections for Section Representative will be completed by the conclusion of the MSHSL fall soccer season.  Section Representatives take office after the completion of the season end elections.  Section Representatives may hold consecutive terms.

These elected Section Representatives will constitute the Representative Assembly of the MSHSSCA:

In the first year of the term of the Executive Council the Representative Assembly meetings will be presided over by the President of the MSHSSCA.  In the second year of the term of the Executive Council the meetings will be presided over by the President Elect of the MSHSSCA.
